Biography
Paul is a Chartered Quantity Surveyor with over 35 years of professional experience, spanning a range of projects including offshore wind farms, HVDC converter stations, oil and gas ventures, operational refineries and oil fields, offshore platforms, power stations, LNG facilities, desalination plants, and major infrastructure such as stadiums, airports, and large-scale civil engineering projects.
He has worked across numerous international locations, including the UK, Norway, the Netherlands, Qatar, Turkey, South Africa, Dubai, France, Kazakhstan, Saudi Arabia, Romania, and offshore installations.
His experience includes reviewing drawings and specifications, preparing, submitting and negotiating Extension of Time and Loss and Expense Claims, and defending against such claims. Paul is skilled in calculating material quantity take-offs from drawings and P&IDs, developing changes to Bills of Quantities, labour norms, and schedules of rates, and the evaluation and agreement of sub-contract payments, claims, variations, and final accounts.
He has a strong background in site measurement, progress reporting, assessing monthly applications, and monitoring and forecasting labour, plant, and material costs. He is experienced in agreeing monthly external valuations, preparing cost value reconciliations, and conducting Earned Value Analysis. His expertise covers all major and bespoke forms of contract, and he is responsible for the management, supervision, and development of junior staff.
