Biography
Scott Payne is a senior contracts and claims specialist with over 32 years' experience delivering commercial and contractual leadership on large-scale marine, offshore, energy and infrastructure projects worldwide.
He has held senior contract management roles for major international contractors and project organisations, including Masdar, Boskalis, DEME, NMDC, Van Oord and Saipem, providing hands-on leadership across complex marine, offshore, energy and infrastructure projects. He has led contracts administration, claims strategy and dispute management on projects exceeding multiple billions of US dollars, including major ports, dredging and reclamation works, offshore wind developments, and oil and gas infrastructure.
His experience spans site-based roles in the Middle East, regional and head-office leadership positions, and more than a decade as Director and Partner within specialist claims consultancies. Scott has an extensive track record across the MENA region, having worked on-site in the UAE, Qatar and Saudi Arabia, advising contractors, joint ventures and employers on complex EPCI and infrastructure projects.
He is highly experienced in managing high-value claims, variations and counterclaims, supporting legal teams and appointed experts in formal dispute proceedings and alternative dispute resolution.
Currently based in the Netherlands, Scott continues to advise clients on internationally complex projects across Europe, the Middle East and Asia, bringing strategic commercial oversight, dispute avoidance expertise and hands-on project delivery experience to some of the industry's most demanding assignments.
